Abstract
  • This research examines the gendered livelihood implications of fisheries management decisions through an exploration of a seasonal ban on fishing.  The 45 day closed fishing season on the Eastern coast of India began in 2001 and applies to mechanized boats.  While there is existing research on the impact of the ban on stock regeneration and limited research on the impact to fishers, this new research focuses on the livelihood impacts to women fishworkers engaged in the post-harvest sector, a segment of the population that has been excluded from the decision making process.  Panel data was collected through individual level surveys and semi-structured interviews to understand the socio-economic and resultant livelihood implications of the closed fishing season on this segment of the fishery-dependent population.  Analysis suggests that post-harvest sector workers are significantly impacted in terms of income and expenditure by the ban period.  Additionally, there seems to be a significant relationship between the adaptation and coping strategies individuals employ and their gender.  This is relevant especially as it pertains to women who are more likely to resort to cutting back on food intake to cope with economic stresses, a strategy that may have longer term, adverse health effects.  This information is pivotal in understanding the diverse livelihood impacts of the closed fishing season so future policies and social welfare schemes cane be directed in a way that has the highest positive impact while mitigating negative consequences.
