The City of Newport (City) plans to develop a tsunami evacuation site to serve the&#13;
South Beach area. The proposed site consists of an undeveloped hill located&#13;
adjacent to Highway 101, southwest of the Yaquina Bay Bridge (Figure 1A,&#13;
Appendix A). The site will be designated Safe Haven Hill. This report addresses the design, construction and survivability of the tsunami&#13;
evacuation site. The study focuses on subduction zone earthquake sources capable&#13;
of generating a tsunami. Crustal earthquake sources were not considered.&#13;
Therefore, the study includes certain elements, but is not intended to meet all the&#13;
requirements of a site-specific seismic hazard study per the Oregon Structural&#13;
Specialty Code.

This report outlines the current evacuation plan for Oregon State University's Hatfield Marine Science Center and makes recommendations for enhancements and changes.  The physical setting is described along with detail on evacuation strategies. Recommendations include reducing personnel working on the South Beach Peninsula, improving current evacuation point, improving communication and investing in cooperation.  Vertical evacuation and warning systems were also examined, and not recommended at this time.
The report was done as a class assignment in Fall Quarter 2011.  Dr. Hunter-Zaworski (http://cce.oregonstate.edu/people/faculty/hunter-zaworski.html) taught the class.  She worked with Dr. George Boehlert on what aspects needed to be studied agreeing to  an emphasis on communication issues.

The Yaquina Bay Ocean Observing Initiative (YBOOI) is a regional initiative to establish Newport, Oregon as a&#13;
hub for marine research, monitoring, and education in the Pacific Northwest. A strategy retreat was held on&#13;
July 15, 2011 to engage a range of critical regional stakeholders in collaboratively identifying the&#13;
opportunities and issues related to carrying forward the initiative, and to ascertain practical steps forward.&#13;
This executive summary provides a brief outline of the outcomes of that event. YBOOI will use these&#13;
recommendations and other input in formulating implementation plans for carrying the initiative forward.
