Abstract:
This is an informational document provided by the Oregon Wave Energy Trust (OWET) for the purposes developing a broad understanding of the current regulatory framework among stakeholders, regulators, and developers in the wave energy industry. To that end, this document provides a high-level summary of federal and state authorizations that may be applicable to wave energy projects. It is intended as an informational tool to support stakeholders in navigating the regulatory framework by identifying the most relevant state and federal regulatory requirements, explaining the authorization processes, and identifying the lead and participating agencies for each authorization. This document is organized into four main sections:State Permits, Licenses & Authorizations, Federal Permits, Licenses & Authorizations, Action Agency Requirements for Federal Permits & Licenses, and Regulatory Roadmaps.
