Abstract

This document contains a biological opinion (Opinion) that was prepared by National Marine Fisheries Service (NMFS) in accordance with section 7(b) of the Endangered Species Act of 1973, as amended (16 U.S.C. 1531, et seq.), and implementing regulations at 50 CFR 402.1 It also contains essential fish habitat (EFH) conservation recommendations prepared by NMFS in accordance with section 305(b)(2) of the Magnuson-Stevens Fishery Conservation and Management Act (MSA) (16 U.S.C. 1801, et seq.) and implementing regulations at 50 CFR 600. The Opinion and EFH conservation recommendations are both in compliance with section 515 of the Treasury and General Government Appropriations Act of 2001 (Data Quality Act) (44 U.S.C. 3504 (d)(1) and 3516), and underwent pre-dissemination review.
