In 1959, when the International Trawl Fishery Committee was created, its membership was made up of personnel representing fish and wildlife agencies from Oregon, Washington, California, and the Canadian government. At its first meeting in November, 1959, the Commission created the Technical Sub-Committee. The Sub-Committee was instructed to review the effectiveness of current regulations; to exchange information on the status of bottomfish stocks of mutual concern; and to coordinate and develop research programs. This report includes a review of the regulations for the otter-trawl fishery.
