The south jetty was considered complete about November 1, 1889, but settling and scour caused a need for more reinforcement. The north jetty was about 1/3 complete. Estimates costs. The goal at the time was for the channel to be deep enough to permit ships drawing 25 feet to use the bay. Gives technical reasons why the engineers couldn't be sure this would be possible. | en_US |
