Abstract	The period between 1971 and 1992 will mark the transformation of the region' s hydro based electrical system into one dependent on a mix of hydro and thermal generation. Through a review and compilation of current literature it has been determined that the program ushering in thermal generation is really an extension of cooperation developed between the region's utilities in the early 1940's. However, the success of this program depends on: 1) Maintaining construction schedules for new facilities; 2) continuing Federal support of the program; and 3) operating a relatively trouble free electrical system.
