Abstract
  • This paper will explore how working with Tangata Whenua (indigenous people) hapu (sub tribe) adds value to learning by applying Kaitiakitanga (traditional and customary practices) for fisheries management within a Rohe Moana (marine area) Management Plan. Effective working relationships are explored between Ngati Kuta a hapu in Te Rawhiti, Bay of Islands and the Ministry of Fisheries (MFish)in Aotearoa/NZ. By utilising Kaitiakitanga, Ngati Kuta is providing for sustainable utilisation of their fisheries resources by implementing their rohe moana management plan. This has led to key outcomes for Ngati Kuta 1. Establishment of a relationship with the Ministry of Fisheries. 2. Innovation in fisheries management processes. 3. Kaitiakitanga as an effective sustainable fisheries management practice. In addition this paper will address processes undertaken by the Ministry of Fisheries; 1. Establishment of a Deed of Settlement Programme (DOSIP) 2. Provision for Kahui Pou Hononga (Relationship Management Team) and Pou Takawaenga (Extension Services team) to support tangata whenua 3. Meeting obligations of the Deed of Settlement Act 1992 (DOS), Treaty of Waitangi Fisheries Claims Settlement Act 1992 (TOWFCS) and Fisheries Act 1996 (FACT), Kaimoana Customary Fishing Regulations 1998 (KCFR). Discussions in this paper will focus on legislation, Treaty rights and obligations, rohe moana management plan integration for Ngati Kuta and MFish that adds to the knowledge economy for sustainable fisheries management. The rohe moana management plan set out key challenges for Ngati Kuta and MFish, allowing for innovation in the current processes and new approaches to sustainable fisheries management within Aotearoa/NZ.
