517 participants attended, of which 88 were students, and 156 were from developing countries. 53 countries were represented; 96 participants from developing countries received financial aid, enabling them to attend.

Conference themes included: Fisheries Management for Coastal Fisheries, Fisheries Management for Industrial Fisheries, International Trade of Fisheries Products, Capture Fisheries, Aquaculture Economics and Management, Fish Processing, Marketing and Consumption, Demand and Supply, Theoretical and Empirical Bio-Economic Analysis, Fisheries Infrastructure, Fisheries-related Activities, Medical and Ornamental Substances from the Sea, Management of Multiple Use Conflicts, Asian Fisheries and Aquaculture, Gender Issues in Fisheries and Aquaculture, Contributions of Fisheries and Aquaculture to Society, International Cooperation in Fisheries and Aquaculture, Fisheries Education, Fisheries and Biodiversity

Pre-conference workshops were held on the use of case studies to train fishery managers, and network building in developing countries. An initial 400+ submitted abstracts were crafted into a program of 304 oral and poster presentations. Two keynote speakers addressed plenary sessions, and a symposium summarizing contributions to the conference’s central question “What are Responsible Fisheries?” completed the conference agenda.

Unique aspects of IIFET 2004 Japan included three study tours offered in the 4 days prior to the conference. 89 participants joined the 3-day trip to Fukushima & Miyagi Prefecture. Additional tours were offered to the Tsukiji Wholesale Fish Market, and the Morning Auction at Tsukiji Market.
