This paper describes the concepts and operations of two programs, SLASH, which simulates forest-residue populations, and INTRSCT, which performs line intersect residue inventories on these populations. Compromises required for the passage of the Wilderness
Act (1964) created inherent conflicts in the designation and administration
of wilderness areas. Subsequent legislation helped to more
firmly interpret and define the Act. Attendant policy changes suggest
