This document is an analysis to determine whether Haystack Rock in Cannon Beach, Oregon should be closed to collection of non-food invertebrates, giving background for the area and discussing salient points.
Since 1962 persons desiring to harvest intertidal nonfood invertebrates in permit areas or in excess of personal-use bag limits have been required to obtain a collecting permit from the Fish Commission and report the number of animals collected and areas where taken.
