  • A major revision of the CFP for the period 2013-2022 was the introduction of a landing obligation (LO) of all fish caught. Contrary to f. ex. Norway, Iceland and the Faroe Islands the EU has conducted a regime where it was forbidden to keep fish below a certain size on board the vessel whether or not it was profitable to market the fish. Without notice to the legal rules the reasons for discarding fish and the problems involved were identified at conferences organized by FAO in the beginning of the 90'es mainly from a biological and technical point of view. In order to understand the problem in an economic context the paper very briefly addresses important theoretical contributions about fishermen's behavior. The review forms basis for the construction of a small non-linear programming model including two fleets and two species with fish above and below the minimum size. The aim is to obtain an understanding of the economics of the LO in a simple way. The model is used to investigate the economic consequences for a number of scenarios ranging from open access to highly managed fisheries e.g. in terms of ITQ. It is shown that properly managed fisheries is much more important than the implementation of the LO.
