Developing Policies to combat IUU fishing in the Asia-Pacific region

  • While much attention has been focused on the level and impact of IUU fishing on sub Saharan Africa, much less work has been undertaken and less is known on how and to what extent IUU fishing affects the Asia-Pacific region. As part of a larger project commissioned by the Asia Pacific Economic Cooperation (APEC) Fisheries Working Group (FWG) my colleague Mary Lack and I have been examining the impacts of IUU fishing in the region and seeking to develop policy responses. The region is extensive and comprises a significant number of sub-regions each with its own particular characteristics when it comes to IUU fishing. There is clear lack of published data or broader studies on IUU fishing in most of these regions. The region as a whole produces and trades a very significant proportion of captured and farm raised fish and with the expanding role being played by China in fish processing this overall trend is set to increase. My presentation will seek to expand on some of the challenges faced in seeking to develop policy responses to IUU fishing given the paucity of data available and the diversity of issues within and between regions.
