  • This paper examines the effects of a share-based management program in the Central Gulf of Alaska rockfish fishery. The program provides exclusive allocations to cooperatives of nine species, including one species for which retention is prohibited. Under the program, allocations of all species are required to fish and all catch, including discards, are counted against an allocation. The paper examines the rapid adaptation of the participants to these constraints. Participants used cooperative agreements to coordinate catch to ensure full harvest of allocations, while reducing risk of unintended overharvest of allocations. In addition, several participants adopted gear modifications to reduce bycatch of allocated. The coordinated harvests improved quality of landings allowing participants to realize substantially improved returns from their catch.
