In April 1997, the Council of the European Union (EU) initiated a debate about Community fishing agreements (CFAs). In its conclusions, the Council invited "the Commission to undertake an analysis of the costs and benefits of fishing agreements with the Community". The overall aim is to provide pertinent information to the European institutions. This presentation gives a summary of process.
