  • At a hearing about the Green Paper (an analysis of the EU fisheries policy over the last 10 years and an outlook for the next decade) the following statement was given by an economist: „The Ecosystem Approach is the fata morgana of the fisheries biologists.“ Indeed, a lot of biologists and environmentalists have a real different opinion on this concept. In the following paper I’ll discuss the background of this concept (problems and chances) and its importance for the European Commission. However, a real change in fisheries management is necessary. For most economists this means the introduction of market-based instruments like ITQs. But is this the right way to avoid negative ecological effects fisheries have upon ecosystems? The Ecosystem Approach can be a real possibility and a chance for biologists, economists and the EU to develop sustainable exploitation systems. A model for the cod fishery in the Baltic Sea will be used as an example.
