  • Evolving standards of food safety and agricultural health in global food trade have altered strategies developed by Vietnam seafood processors and exporters to respond to these required standards. Applying Hirschman’s theoretical framework illustrates the features of alternative strategies to attempt to meet these standards. The authors organized the focus group discussions and interviewed forty two Pangasius processors and exporters to the EU market, and five government officials. The result shows that most enterprises exploit the reactive, compliant and defensive strategies so as to maintain market stability. However, there are a few firms that employ the proactive and offensive strategies. This proves that some firms vision the direction of global food safety standards and thereby make considerable effort to up-grade their quality control in order to meet such standards ahead of their competitors. The outcomes are subsequently used as the basis to formulate policies for firms and decision makers.
