  • In considering fisheries regulation in the next decade, I make a concluding point that may become a major theme. This is that individual permanent catch quotas of a regulator-determined TAC are only a stage in the development of management from licensing to private rights (Scott 1989). The condition of open access in fisheries is widely accepted as the cause of over-investment in the harvest of fisheries. Less appreciated is the fact that open access is also the source of massive over-investments in fisheries administration and research. Redundancy in fisheries capital and labor is matched by redundancy in fisheries scientists, social scientists and managers. The waste in fisheries research and administration is associated with the two kinds of paradigms generally accepted by analysts and administrators. The first paradigm is that of models based on the continuation of open access, and the second is that of models based on the assumption of the need for government to resolve the problems of open access. I suggest that these paradigms are of decreasing relevance and that reliance on them is misleading many of us involved in fisheries research. We are giving excessive attention to the wrong set of issues and ignoring the matters that should be addressed. Paradigms lost must be replaced by paradigms gained.
