Abstract
  • Globalization is the key contextual development underlying most international fisheries and oceans debates. As is the realization of the linked nature of international governance, such as between fisheries (as one major oceans use), and oceans governance issues. The global fisheries and oceans agenda is accelerating, broadening and intensifying. This includes key issues in both management and governance. All governments and for a need good analysis and advice that is practical, connected to priority issues and the reality of debates at all stages of the planning cycle. Governments have plenty of access to research and analysis from pure science and policy advocates. What is needed by policy makers is both rigourous and neutral analysis that is relevant to their needs to guide agenda setting and decision making, and greater accessibility to analysis that is being done, This presentation outlines a reality check of the actual nature of the interlinked debates going on in specific areas of the international fisheries and oceans agenda going on across a wide range of international for a (which also, through the setting of norms, has implications for domestic policy), as a context to the contribution that can be made by research and analysis. It links this to information needs, focussing especially on economic and policy analysis.
