Abstract
  • This is the fourth report on the Oregon Plan for Salmon and Watersheds. The first three reports focused on people – their stories and their efforts to restore watershed health and recover listed fish species. While these earlier reports contained what little information was available regarding the quantitative aspects of Oregon Plan work and investments, this document is quite different. This document provides the first template for a detailed account, on basin and statewide scales, of numbers, kinds, locations and values of work and investments related to watershed restoration, water quality enhancements, and fish recovery. This first effort to meet the Oregon Legislature’s charge to OWEB to assess ongoing Oregon Plan implementation efforts represents a huge step forward – a summary of place-based accomplishments, investments, restoration issues, and challenges. It also lays the groundwork for more precisely defined restoration and investment priorities for each basin based on broad community and technical agreement. Future reports will be presented in the context of these agreed upon priorities, and we hope will provide continuity for judging Oregon’s progress in this important endeavor we call The Oregon Plan for Salmon and Watersheds. Thanks are due to the many Oregonians who have helped provide information, time, and support developing this report – and to all those who have supported the Oregon Plan.
