Abstract
  • Power planning efforts in Oregon require accurate information about hydroelectric potential. Potential uses for Geographic Information Systems (GISs) are being investigated by three Oregon planning agencies. This paper presents a method in which a 616 is used to help identify and reduce uncertainty in previous hydroelectric inventories. Uncertainty with respect to the number of potential sites, as well as the capacity and level of constraint attributed to each site, are identified. Uncertainty is reduced by using Oregon Water Resources Department data on hydroelectric-site applications, state-designated exclusion areas, and some assumptions about the level of information included in the inventories. Problems encountered with this methodology are discussed and recommendations for improvement are noted.
