  • In recent decades, local governments have desired to increase community engagement in collaborative governance processes, such as community visioning and strategic planning, in an effort to develop policies that are inclusive and supportive of those who live in the community. A key component of the community visioning process is the inclusion of diverse community members and stakeholders which can enhance the effectiveness and legitimacy of the process in addition to providing an opportunity for civic engagement. Oregon is well known as a leader in the fields of community visioning and community engagement, and planners around the world look to Oregon’s leadership in these fields. This essay reviews a community visioning process that occurred in Tillamook County, Oregon from June 2020 to June 2021 during a period of increasing uncertainty brought on by the Covid-19 global pandemic, growing social unrest, economic uncertainty and a divisive presidential election to better understand the factors impacting how, despite numerous challenges, communities can come together to envision a better future.
