Abstract
  • Compromises required for the passage of the Wilderness Act (1964) created inherent conflicts in the designation and administration of wilderness areas. Subsequent legislation helped to more firmly interpret and define the Act. Attendant policy changes suggest a trend to increase the recreational and economic utility of wilderness. Policy changes also indicate a greater tolerance for the works of man within wilderness, affirm that perception of wilderness is as important as it's substance, and imply wilderness is a renewable resource.
