  • The COVID-19 pandemic in the United States resulted in fluctuating patterns in behavioral health service utilization and a rapid, unprecedented expansion of telehealth service delivery. The Medicaid population may have faced unique challenges in this environment, particularly with telehealth services, given the usability, technology, and reliable connectivity for such services are not always consistent. This county case study examined drivers of the changes in behavioral health service utilization among the Medicaid population and whether the needs of diverse Medicaid clients and their families were met, as measured by self-reported satisfaction. A mixed methods, comparative design was implemented using six years (2017 to 2022) of longitudinal Medicaid insurance claims data and client and family satisfaction survey data. Results are discussed along with policy recommendations for the continuation of behavioral telehealth services and workforce stabilization and development.
