Abstract
  • Oyster production in the United States has declined from a leading nineteenth century fishery to a minor, failing industry. Oystermen must now depend on a diminished resource in an environment of competing and conflicting coastal uses. One of the most important influences on the industry's welfare is the sanitation of growing waters. Because bivalves can accumulate pathogens, heavy metals, chemicals, and naturally-occurring marine toxins, public health regulations play a central role in resource utilization.
