  • This thesis presents a procedure to identify and evaluate forest arterial and collector networks. The procedure identifies those decision criteria important in evaluating both the arterial and collector networks and the specific facilities identified on these networks. The procedure incorporates the decision criteria and results from network and facility analysis to identify and evaluate the forest arterial network and its facilities. Identification and evaluation of the collector network and its facilities immediately follows. Available forest network analysis techniques are used in the arterial and collector network identification evaluation procedure. However, an adequate recreation travel model was lacking. The Recreation Distribution Model (RECDIS) is developed in this thesis to provide an adequate recreation model to study recreation travel on a forest. An approach to quantify level of service on low volume rural roads based on total operating cost is developed and presented for facility analysis.
