Abstract	This study traces the beginning of Oregon's State Park system from the conservation and progressive movements through 1929. It examines the roles played by the Oregon Highway Commission and Robert W. Sawyer in making the state's highways and beaches central to park planning. A profile of Samuel H. Boardman, the first parks superintendent, and a summary of recent changes In the system's management, scope, and funding brings park history up to its 58th anniversary. This research is intended to contribute to an Oregon State Parks and Recreation Division plan to publish a comprehensive and pictorial history of the state parks.
