  • Critical Path Budgeting is introduced as an integrating tool for project planning, coordination, and control. Through a synthesis of budgeting and critical path scheduling, it is possible to treat the time and cost variables of a project explicitly. Thus, one can analyze the behavior of the firm as an approximation to the cybernetic model. Utilization of budgets and critical path networks enables the expression of the firm's goals in a cost and time language. Time and cost variances are developed as the primary means for control, and the communication system of the firm is analyzed for determining the necessary information flow for decision making. Finally, network analysis is used for defining the decision making activities involved in the suggested approach, and a three-dimensional model is developed for describing' the firm's behavior as it relates to project performance.
