Abstract
  • The purpose of Goal 3 in Oregon's statewide planning program is to conserve blocks of land suitable for commercial farm operations. Under state administrative rules, commercial means that which provides a substantial contribution to the regional agricultural economy. Application of this commercial standard by county governments has been inconsistent because of insufficient data on county agricultural land use. An analytical model was developed and tested for evaluating proposals and classifying farm operations. The model suggests economic farm unit sizes and income levels which make a substantial contribution to the markets. The model is operational within Oregon's legal framework, and could be adapted to other state farmland programs.
