Abstract
  • Since the early 1960's, 44 states have passed legislation that offers preferential property tax assessments to farmers. By most accounts, these programs are intended to preserve farmland. Yet, writers on the subject have argued that the preferential assessment simply does not work to prevent the sales of agricultural land. In light of the popularity of the program, a search for a new policy justification has begun. One alternate justification is that the program serves the purpose of redistributing tax burdens toward a more ideal level of equity or fairness. Given a plethora of writings on the farmland preservation goal, the emphasis here is on the equity objective. The history, mechanics and popular issues concerning Oregon's program are examined in order to provide a broader base of knowledge to judge the preferential assessment.
