  • A Resource Planning and Management System (RPMS) and Goal Programming algorithm are integrated into a tool for optimization of resource allocation in university academic departments. The integrated approach is then applied to the management models of the Industrial and General Engineering Department at Oregon State University and of the Industrial Engineering Department at the Universidad Industrial de Santander, Colombia. A planning horizon of two years is considered. Some characteristics of the higher education system in Colombia are presented. The RPM1 computer program was used to solve a model with 74 variables and 60 constraints for the Industrial and General Engineering Department at Oregon State University, and a model with 42 variables and 32 constraints for the Industrial Engineering Department at the Universidad Industrial de Santander. The program determined the total minimum costs necessary to achieve all the goals considered in each model. Sensitivity analysis was used to determine the degree of goal attainment under different combinations of available funds, and the shadow prices of the goals were utilized for cost analyses. The comparisons of the two Industrial Engineering Departments led to several recommendations for future research efforts.
