  • "In 1862 Secretary Chase recommended a scheme for the management of National Banks which was modeled after the New York Act, A bill embodying the principal measures proposed by the Secretary was passed in 1863. The plan, however, proved to be inoperative, and was superseded by the Act of June 1864, which authorized the issuance of $300,000,000.00 (afterwards increased to $450,000,000.00) in bank-notes, based upon United States interest-bearing bonds. This latter act forms the basis of the present National-Banking system."--p.2
