Abstract	The consular service of the United States is the outgrowth of the necessities arising from the various conditions in which our government has been from time to time. In the early part of the Revolutionary War our foreign representatives had very diverse and comprehensive duties. They exercised fiscal, diplomatic, and consular functions in the countries to which they were sent. The fiscal agents were not needed after the close of the war, but the foreign agents still continued their consular functions.
