Abstract	The purpose of this paper is to review and assess the management issues and policies associated with NIPF. The characteristics and landowner objectives of nonindustrial private forests in western Oregon will be reviewed. The conventional view of the NIPF "problem" will be examined and an alternative view will be discussed. Technical and organizational options of landowners will be summarized and constraints to some of these options will be identified.
