  • "This report is organized as follows. First, a model state coastal program for coastal wetland and estuary protection is presented. This model is based largely on the 'most important policies, processes, and tools' for coastal wetland management determined in the CZME study (Good et al. 1997). The model also serves as the framework for selecting the 16 case studies that follow discussion of the model. Case studies are organized into five management categories following the organization of the model: information and research, regulation, planning, nonregulatory, and coordination."--p.3
