Abstract
  • Existing land use controls have not effectively achieved the goals of resource protection and preservation. Prime agricultural and potential open space lands are rapidly being diminished by ever increasing pressures of development. The transfer of development rights presents an opportunity to safeguard these vital lands. The Boulder Valley would benefit greatly through implementation of a TDR program.
