Abstract
  • The American Land Institute is proud to present this study, Oregon’s Public Investment in Conservation, Prosperity and Fairness. This is the first major study on a topic that has been largely overlooked in past and current discussions of land use law in Oregon: the nature and extent of property tax reductions for owners of farm and forest land. It is our intent that the detailed information contained in this report will aid the public discussion of Oregon land use law, including the current examination of Measure 37. By casting light for the first time on farm and forest land tax reductions, the report in effect provides new information for policymakers. We believe it will significantly contribute to an informed discussion of Measure 37 and other land use topics, regardless of where one stands on any particular issue. The American Land Institute is a private, nonprofit organization based in Portland, Oregon. The mission of the American Land Institute is to research land use policy issues and to disseminate that research to the public. The report received generous support from the following donors: The Peter Jay Sharp Foundation, New York; The Rose E. Tucker Charitable Trust, Portland; The David and Lucile Packard Foundation, Menlo Park, California; Bowerman Family Fund of the Oregon Community Foundation, Portland; Wessinger Foundation, Portland; The Ford Foundation, New York; Gray Family Fund of the Oregon Community Foundation; John D. Gray, Portland; Eric Lemelson, Dayton, Oregon; Paul and Nancy Gerhardt, Portland; Martin and Carolyn Winch, Tumalo, Oregon; Robert C. Stricklin, Warrenton, Oregon; Frank and Ruth Spears, Sherwood, Oregon; Charlie Swindells, Portland; Dr. Strachan Donnelly, New York; Samuel M. Hamill, Jr., Princeton, New Jersey; and the American Conservation Association, New York. The Standard, Portland, Oregon, printed this report.
