This is an exhibit made by the Oregon Dept. of Fish and Wildlife before a meeting of the Oregon Fish and Wildlife Commission. The report addresses the need for a "destruct device" to stop lost crab pots from continuing to fish. Today, Oregon crab pots must use biodegradable twine in order to prevent ghost fishing. This document anticipates such a policy.
