How to Measure Economic Impacts with Multiple Interacting Policies?

  • We present a positive mathematical programming model (PMP) for Hawaii's longline fishing fleet with the aim of examining the outcome of specific fishery policies. This model expands an earlier model which developed a generalized adaptation of the PMP framework to study fisheries. The current model provides managers with a realistic tool with which to test proposed policy outcomes. We calibrate the model using costs and earnings data from 2012. In addition to modeling individual vessels, we also explicitly model two types of fishing trip (swordfish and tuna), and two regulatory regions (Eastern Pacific and Western Central Pacific). These additions allow managers to examine real policies, which are species and region specific. We evaluate the model by comparing observed and predicted outcomes from previously implemented policies. We then generate forecasts for annual catch limit policies that will be implemented for the Hawaii longline fishery in 2016 and 2017. The PMP modeling framework will be of interest to fishery managers worldwide. It can be adapted to a wide-range of commercial fisheries, and calibrated with minimal data.
