  • This paper explores the perceptions of street-level bureaucrats (SLBs) regarding benefits migration between Portland, OR and Vancouver, WA, specifically how perceptions might impact job performance and policy execution and delivery. To examine this question, interviews were conducted with SLBs in Oregon and Washington. From the interviews, themes concerning the role of the SLB, the question of benefits migration, and other migration motivators such as family, the opportunity to find a better job or a higher paying job, culture, public safety, money, and various costs associated with moving were identified and discussed. This work draws several conclusions, including the fact that SLB authority should be recognized to a greater degree when drafting or revising policy, and that the scholarly consensus that benefits migration does not occur is not wholly shared by SLBs.
