Abstract
  • Economics and political decision making are concerned with allocation of scarce resources among competing ends. Different decisions generally have implications for economic production and distribution, society and stakeholders, and environmental systems and ecosystem services. Stakeholders often seek to influence decision processes using economic arguments about the relative values of different resource allocations. People building, using and hearing these arguments should understand how valid, relevant comparisons can be made. In this paper, we explain the different value judgements and analytical methods used for evaluating alternative uses of resources. Our focus is on values arising from allocation and use of fisheries resources, but lessons carry over to other resource-use decisions. We demonstrate the importance of establishing clear baselines and boundaries for assessment, of using a level playing field for comparisons, and of matching analysis to policy-relevant questions, in particular by assessing changes in values that would arise from changes in resource allocations. We illustrate these methods and arguments using the example of allocating fish stocks between commercial fishing and recreational sea angling. We explain the different components of the total economic value of these activities, and discuss wider impacts outside the TEV framework. We summarise the general state of evidence available on the values and impacts of fishing, in physical and monetary terms. We draw conclusions regarding the best interpretation and use of existing information, the policy implications for managing and sharing resources between commercial and recreational uses of fish stocks, and the research needs for addressing data gaps.
