Abstract
  • This paper is a literature review and analysis of the housing policy known as Housing First. Under said policy, homeless individuals are housed prior to requisite addiction and mental health services. The literature encompasses multiple randomized controlled trials, as well as broader observational studies on Permanent Supportive Housing. The studies depict an increase in housing stability amongst Housing First participants, but no direct connection to exits from homelessness. Furthermore, there is still a question over the cost-effectiveness of Housing First and Permanent Supportive Housing policies.
