Abstract	The purpose of this report is to present procedures by which applicants and reviewers can calculate initial dilution and describe the zone of initial dilution surrounding the discharge site. These calculations would be required under regulations proposed by the U.S. Environmental Protection Agency on April 25, 1978 (1) implementing section 301(h) of the Clean Water Act (2), draft regulation implementing section 403(c), and provisions of the State of California's Ocean Plan (3).
