The role of international water treaties in mitigating the transboundary negative environmental and social impacts of dams

  • Given the recent attention to dams in developing countries as a means to efficiently utilize water resources, mitigating the negative environmental and social impacts they have on riparian states is of utmost importance. This thesis presents a global review of how basin countries, through international water treaties (IWT), ensure that dam development in the basin have less significant affect over their environment and society. It does that by conducting a qualitative analysis on the Treaty Database of the Transboundary Freshwater Diplomacy Database. In that analysis, the thesis used the set of mechanisms outlined by Schmeier (2024) as the measures implemented in basins to reduce transboundary impacts of dams. Results show a general overview of how often treaties incorporate each of the mechanisms, and examples of how are these mechanisms written in treaty provisions. The thesis further concludes that basins with higher number of riparians and hence multilateral agreements tend to formulate better more comprehensive treaties. A major motivation for doing this work with intention is to assist water diplomacy in developing countries. It aims to do that by helping water diplomats in these countries get an overview on the different mechanisms they can include in any international agreement their country intend to enter with riparian states over dam projects.
