  • Wildfires are a recurring disaster that threatens communities living close to forests and result in significant financial losses along with negative environmental effects, especially with the increase of wildfire season length and intensity due to climate change and increasing urbanization. Wildfire events can also have a significant impact on the roadway network through the damage of infrastructure and the accumulation of debris on roadways which can block first responders’ access to and residents’ evacuation out of the areas impacted by the wildfire. Accordingly, this thesis aims to develop a novel framework to optimize wildfire debris clearance operations using a simulation-based approach. The framework has three main components. The first component involves modeling wildfire spread using FlamMap software, which is followed by measuring the impact of the wildfire on the road network through geospatial data analysis using ArcGIS Pro software. The third and final component involves executing a discrete event simulation tool, namely jStrobe, to simulate heavy equipment debris removal operation. The proposed framework is tested using Archie Creek Fire data, a real wildfire event that occurred in the state of Oregon in September 2020. The proposed framework is expected to help decision-makers evaluate alternate routes and debris removal operations before, during, and after wildfire events to analyze and optimize road network recovery and first responders’ response time. Furthermore, this framework can serve as a platform for future research focusing on decision-making regarding equipment allocation and evacuation operations before and during wildfires.
