Abstract
  • This study was designed to examine the reasons behind Oregon's high work­men's compensation insurance rates relative to other states. The workmen's compensation experience data come from the years 1965-1970, and include 44 states, omitting Nevada, North Dakota, Ohio, Washington, West Virginia, and Wyoming. Factors such as rating formula, losses by type of claim, average cost by type of claim» frequency per type of claim, statutory benefit levels, hazardousness of industrial mix, and wage rates were examined as potential causes of Oregon's high rates relative to other states. The analysis indi­cated that Oregon's workmen's compensation insurance rates are high relative to other states because of the statutes pertaining to determination of perma­nent partial disability and permanent total disability claims, and interpre­tation and application of those statutes.
