  • There have been years of stalled K-12 school finance reform efforts in Idaho, yet it was unclear what key Idaho education interest groups currently thought about how Idaho funds its public schools. Therefore, this project explored the institutional perspectives and beliefs of K-12 Idaho education stakeholders regarding the Idaho K-12 school funding formula. The goals were to understand how school finance opinions have evolved and to identify any existing coalitions, shared priorities, and barriers. Qualitative data was collected through an online survey and semi-structured interviews and was substantiated through a supplemental content analysis. The Advocacy Coalition Framework (ACF) was used to help categorize the policy actors in the Idaho school finance policy subsystem. Results from this project revealed that present-day opinions have shifted since 1994 and that a policy window is open. Additionally, two advocacy coalitions surfaced—the centralized education coalition and the decentralized education coalition. There was consensus around the general need to change the funding formula as well as more nuanced shared priorities. However, differences in policy beliefs, amongst other barriers, may continue to delay school finance reform.
