Linkages Between Domestic Water Politics and Foreign Water Policy in Kyrgyzstan

  • Although newly independent Central Asian states in 1991, including Kyrgyzstan, started developing their own foreign water policies, Kyrgyzstan’s independence period demonstrated the challenges of determining foreign water policy independently. The conceptual framework of a two-level game was applied in the study to understand and answer the question about how domestic water politics shape the foreign water policy of Kyrgyzstan. A document analysis was conducted to analyze the main trends in the foreign water policy of the Kyrgyz Republic in the period from 1991 to 2023. Foreign water policy analysis included the analysis of the key events and decisions that were taken by the Kyrgyz government in relation to shared water resources on the interstate level to understand what those decisions meant to Kyrgyzstan. The 30-year period was relatively divided into sub-periods that described different stages and levels of cooperation in Kyrgyzstan and its involvement in regional processes. The role of actors in domestic water politics was analyzed to reveal how they influence foreign water policy. The findings demonstrated that existing internal challenges in both national policy and domestic water politics have even had an impact on the decisions taken by Kyrgyzstan at the interstate level. Moreover, the findings support the conclusion that for such small countries as Kyrgyzstan, the role of domestic politics is crucial to developing carefully considered foreign policies and to using all available tools to protect their interests and security.
